But that surely change daily. One use of a terrorist organization nuclear weapon so once you buy one, well, this is also unknown, but it stands to reason that, especially if you could set one off in a major Western city or even Tel Aviv, Israel in the world. Now you can have nuclear terror even if a terrorist organization has no nuclear weapon, just the thought of that, or this group that claims to have one, is enough to terrorize people. Mr. Jenkins suggested that nuclear terror is already embedded in our minds and after 911, it seems somewhat plausible, it is known by us and the terrorists.
